First thought is to set up a sandbox type of program based on some city like San Francisco and with a variety of cars available. Then proceed to hoon through the city. A variation would be Player 2 either chasing you or some sort of race. Traffic and pedestrians enable of course.
This would probably quickly devolve into a GTA type silliness though. Not that that's a bad thing.
