Why do I never see front fenders removed from pt cruisers or chevy HHRs? They're designed to look like hot rods used to be, so why don't people hot rod them like that at some point?
Also, out of curiosity, are there places to look for good used cars for under 2k?

Yes, there is. It's against vehicle code. Old cars get grandfathered, only the vehicle code from their production date applies.
