Sump is is the oil pump, pickup tube and oil pan right? You still need an oil pump and a reservoir you're not even removing weight, you're just redistributing. And how is changing an oil pump going to net 10 hp?

None or very little.
It only helps in making engines shorter, so they can be placed lower in the engine bay and keep the center of gravity low.
Also, oil pickup is more stable, meaning you don't risk starving the oil pump when taking a corner hard.
I don't know if the fact that the crankshaft doesn't have a pool of oil to splash into anymore produces any benefit. It probably does tho.

Not to mention a dry sump is good for continuous high speed driving so you generally would have more oil
