He's making use of a bunch of physics quirks in the game to get around corners faster than usual (like the shift down-up-down-up before he starts turning, which causes the car to skid in the opposite direction it's facing- usually away from the corner itself).

The people that are good at games like this spend a LOT of money playing. I know a guy that plays a lot of maxi tune and will buy tokens in bulk, hundreds of dollars worth, when possible. He has a stack like a fucking pokemon deck of old cards, etc etc.
