This is what i-405 looks like in Washington state now. The state widened the highway to potentially have 5 lanes but make one a dead zone and the other a toll lane. Tolls start at 75 cents, but the rates can change at any time up to $10. This lane used to be a HOV but now you can't use it for that without buying a $20 transponder and sometimes you have to have 3 or more passengers to be considered hov during rush hour.

Accidents have doubled compared to last year, school buses and public busses can't use the toll lane because it's illegal to cross the solid white lines, so currently they are using the shoulder as a lane. Commute times have risen as well but are statistically put off by those going 60mph in the toll lane.

Washington state patrol enforces it so most likely. Another thing to hate about that lane is State patrol is saying they are short handed like 50+ officers statewide and now a good chunk is now ticket duty on 405

You make it sound like our whole system has tolls. Very little of our highways are toll roads. Unless you're driving a very long distance, you're not too likely to hit more than one, and most are able to be bypassed. I bet driving in one direct for ten hours straight in a straight line and not crossing a border would blow your mind. That's 600-700 miles, and I only hit one toll road.

Toll roads in the US are usually because the Federal Government refused to build a highway that was needed in a state so the state built it.
Or the state refused to build a highway that was needed in the county so the county built it.

In Florida there are a couple of roads like that, and they have less than half of the wasted space, with those plastic flexible poles sticking up to separate the lane, they stop before and after exits. Pic related.

What you're saying is incorrect on a factual level, but what's more important is that it makes more sense for the people who use the infrastructure to pay for it. Travel over the George Washington bridge every day? Pay to keep it up. Live away from the city? You don't use it, so you don't pay for it.
