Im looking at a motorcylcle online and the buyer claims it just needs new battery and they havnt bought a new one for financial reasons but the engine can still be jump started. it has around 15,000 miles and they havn't rode it for a couple of months. Should I bail?

The "it just needs a battery" routine. On vehicles that are ridden very little that might be the case, sometimes it's a way to hide a larger issue. Try to jump-start or bring your own battery, if it doesn't work I'd walk away.

Im gonna bring a meter to check the battery and its charge (for the alternator) after the bike is started, is that enough?

What kind of bike? If it's carb'd not being ridden in months can be a bitch. It's not good for any bike but if it's FI you're in better shape.
Jump it with your car and see how it runs. 15,000mi isn't really bad, anything over 20k is pushing it, especially as a first bike

You don't want your first bike to have problems. Buy something that runs. You'll sell it for what you paid later anyway.

the price they're selling it for is 1,150 anyway which is good enough to atleast give it a look right?
if its only starting it and then because it sdat for a while I could just flush out the gas and purchase a new alternator/battery and still barely make it to $1,500

Cant you just use a voltage test meter to see if its the alternator or the battery at the persons house? If its only starting the thing up by having the jump it I think its a pretty good deal just ask them to keep it cold for you and show up early.
