ITT: Haggling a Dealership

looking to buy a used car from an otherwise new car dealership.
Their price is already $800 under book value.
I test drove it and there really isnt anything wrong. Its pretty much mint besides some paint chips on the hood.

I've never bought from a dealer before or done an auto loan.

What are the best strategies for haggling the actual price down with with a dealer? I'd like to get another 1k off the price at least if possible.

Depends, what's the specs on the vehicle? And what's the full price? Is it a desirable brand? Has it been sitting at the dealer for a long time? These things can easily drop the asking price when haggling.

Haggle hard, and finance even if you have the cash. Dealers are more likely to take off large amounts if you finance, even if you pay it off straight away. Don't be duped into extras, and don't be afraid of getting quotes from similar spec cars from different dealers and asking for better price that way.

I do plan to finance.

Should I let the dealer finance for me or should I go with my bank? Should I just go with whoever has lower interest? My bank said with my credit that through them any car 2006 or newer w be 3.9% and anything 2010 or newer will be 2.9%.

hire a factory mechanic for the car make and get him her to review it for problems that need to be fixed - write a report etc

Unfortunately it's a bit of a rare car for my area (06 mitsubishi evolution, no mitsu dealers nearby) so might not find someone that knows it very well.

It's all stock though and I checked everything I could. They even let me jack it up so I could check stuff like ball joints, wheel bearings, tierods easier.
The only thing they dont have record for is the timing belt being done. I can do it but it'd be nice to factor that into a deal to save me the time. It only has 69k miles but if its the original belt it should be done.

So first.

You want to have financing in hand before you go to the dealership. In the end, you can take who ever gives you the best rate, but you want to have something already lined up for the dealership to have to beat. Shop your bank, plus others (BoA, Wells, Capital One) to get a range of offers before you go to the dealership

Once there, throw book value out the window. All that matters is what you are willing to pay, and getting them to sell it to you at or below that price. If you have never bought from a dealership before, keep several things in mind; the are gonna tack on a doc fee, sales tax, DMV fees, and try and upsell you on add-on's like a warranty.

The first thing you want to make them do is have THEM make YOU an offer, in the form of a buyers order (pic related). This outlines, line by line, the exact cost of the vehicle, all the fees, and the bottom line amount you will actually be financing with the bank. Negotiate off the buyers order ONLY. This cuts out the bullshit of them trying to get you to focus on a monthly payment amount, or hide shit like a warranty or doc fee.

Once they give you a buyers order with a an out the door price, you can haggle. you don't need a better reason than 'thats more than I want to pay for this car'. As said above, it will be worth your wild to have an independent mechanic look the vehicle over prior to purchase just to make sure you aren't in for a nasty surprise, and it can give you leverage to negotiate.

And remember, if the dealer can't provide service records, that's another item for negotiation. Either you can con the dealership into a free service, or get them to come off the price.

Because the dealership receives kick backs on the financing, meaning they are more willing to wiggle on price, because they can make the money up on the spiffs they get for setting up the loan
