Turbo can add way more than 60hp. I think the stock fuel system and everything can go over 300whp. The engine can go a lot higher. You would probably need fuel controller of some sort as well. With even 300whp and 2800lbs it would have a better power to weight ratio than the Mustang GT

Z31 can be good for rally. Nissan had a rally car in the 80s that was a Z31 with decent success. It probably would be a decent daily driver, but the worst of the 4. Worst mpgs (except maybe the Subaru. Not so great mileage because awd), 2 doors and no back seat, oldest of the 4, and will probably need the most work (though still not much).

Most local tracks are run by inbred hicks. You want to tell me mathematical errors aren't a regular thing? I race about 20 different tracks. I see plenty of guys running dead on dial, and still get beat by slower cars that have a timing advantage. It's rarely as obvious a gap as mine, but it happens. It's a shit system. Just run heads up at all events, this becomes a complete non issue. Be the best in your class, or fuck off.

There's a damn good reason why I built a ten second "street legal" car, and run at tracks that are in areas with extremely lax street car restrictions.
