I'm all for legalization and equality in the "drugs of choice" that are alcohol, cigs, coffee and pot.
However, this seems to be some few people drugging up other people. It's bad enough to display addictions in public (my cigs and coffee) but this is DRUGGING PEOPLE and trying to make out an addiction to be a "good thing" and a solution. This is the same as giving out energy drinks for free on street corner wanting to addict people into consuming (buying) harmful amounts of the stuff. It isn't even their parade: they're crashing the shallow, shiny, pretty party.
Giving out cigarettes (mild pot) would be a no-brainer...

i think it's pretty much the same concept; people should know for themselves what they should or shouldn't partake in. but by never trying something, they'll never know and be easily swayed into believing media hype about the "dangers" of drugs, which are more or less the same as the dangers of any legal drug only there's this image ingrained in us since childhood of certain drugs being bad
I think the idea of handing out free (mild thc level) joints is to show the average anti-drug layperson that pot isn't really something we should outlaw, because for most anti-weed people their biggest reason for disliking it is that it's illegal, which becomes this pointless logic loop. Although I guess most people these days realize that pot isn't such a bad thing, but there are a surprising amount of diehard anti-cannabis folks out there

Drinking in public is most definitely not illegal, being drunk in public is, especially if disorderly.

Depends on where you live. In the US, I never saw people going around with alcohol in hand (partially because you can't just hang out cuz muh loitering bullshit) but in Italy, people go around with alcohol in hand all the time and no one bats an eye.
