30 years ago when Reagan was president they started making the penalties for selling/possession of crack cocaine worse than the penalty for murder. Then under Clinton 20 years ago it was expanded to include heroin and regular cocaine. Then 10 years ago under Bush/Cheney all the prisons were privatized at the state and national level. This has led to a prison-industrial complex of free labor that many are now criticizing on both sides of the partisan divide.

Federal level prisons are being de-privatized already because they found they save zero dollars compared to government-run prisons in a report released just this year. State level prisons are going to take longer, because that's a state by state decision.

Because people fell for the idea that privately-run institutions are always more efficient than publicly-run institutions, when the reality is there are some things the public sector is still more efficient at. Even more comical is that privatizing public sector jobs doesn't even pass on the savings to the tax payer because the corporation pockets the savings and everything ends up costing the same. So keep in mind when politicians want to cut the bureaucracy, they really just want to transfer those functions to a private holding to deepen someone's pocketbook.
