i havent been to the US for 30 years - my geography sucks as do my meterology creds. to be honest im only replying cause no one else has.
if the green spodges line up with population centres, then the government is gassing the whole area with something that slightly increases the relfectivity of radar. that color green represents light precipitation.

I would guess that the green spoodges actually line up with radar stations. Some crazy how, all the readings from those stations are being interpreted incorrectly before being added to the map. i.e. some computer is mis-calculating short range radar readings, this would explain why most of them are circular.
maybe a post on /sci would get more informed responses...

The "green splooges" are the radar returns from stations. The radar shows more junk near the ground where the station is. As the radar signal goes upward it will only be hitting clouds, which move, these low level stationary patterns are either geologic (ground) features or maybe stationary fog
