No. While penises that were small when flaccid may have been considered more aesthetic than those that hung out (growers>>showers), the main thing that made penises look extremely small in Greek statues was that all the heroic figures wore the kynodesme, or penis tie, which was standard for any athletic/naked activity. In some ways of wearing it the penis became essentially pushed upwards.
