They're desperate at this point, but not desperate enough to give the land and rights back to their "white oppressors".
It's a deep wound between races that will not heal so easily, and apologizing with regrets is only hollow words that will spur no one to return.
Their first customers will probably be Chinese, if China finds anything worth exploiting in Zimbabwe.
Maybe it's a strategic military position, who knows.
