You seem to have your terms poorly defined and you seem to have missed the implications of your own statements.
An oligarchy is "a form of power structure in which power effectively rests with a small number of people"
This is true of what you describe as a democracy (you should say pure democracy
because your "constitutional representative republic" is still a democracy). But oligarch can (although not traditionally) also be true of a "constitutional representative republic". As there are shades of democracy there are also shades of oligarchy. In your constitutional representative republic a significant amount of power resides with a small amount of people, even a class of people (career politicians), prominent families, a class of wealthy (eg. Koch brothers) who use their wealth, and the power that it provides, to write laws, influence elections and install favourites to positions of power (a la USA).
"Voting is a key mechanism of an oligarchy" - not entirely true. Not all oligarchies require voting. Just the consolidation of power in the hands of a few.
