This. In this case, the government actually "owned" the website in question and thus were in control of it while people were accessing it. Look at it this way, would the FBI need a warrant to collect IP addresses from who visited fbi.gov?

Additionally, because they are not coercing people to use the website, those that were tracked and then eventually taken to court are pretty much fucked. A lot of the time this isn't just, "Oh well he looked at CP," it's more like, "This one IP keeps visiting every fucking day."
