Rahm is scapegoating the poor guy, but he had a bad rep from what I hear anyway and would have probably left on his own soon in the first place if not for Rahm saving face.
It's really all about the video, you know the one. They never intended the public to see it but couldn't find a way to conveniently get rid of it before that guy filed the FOIA request months ago. Now the whole city government is in damage control while the rampage on the streets continues.
I live in Chicago. When he said "the mayor has my back" at his press conference the other day, I knew he was dead meat.
At least there hasn't been any looting and rioting.

I watched the video, It seemed to me the kid had the first couple of shot coming. Mag dumping while he was laying on the ground seems a bit excessive as well as deleting the burger king video but he had a knife and wasn't cooperating with the cops. He was old enough to know what happens.

Blacks are upset that police killed one of them. Even though he was running around with a knife. Supposedly high on pcp or something (unconfirmed afaik).
They aren't upset about the kid who was killed by a stray bullet while she was doing her homework, because it was black on black violence. It only gets media attention when the killer is a white cop and the victim is black.
Chief didn't need to be thrown under the bus, but it looks like it won't even save rahm. Theyre trying to get him, some judge, and a few other officers thrown out of their jobs.
