Lots of people. If you aren't well off enough to get swimming lessons when you're a child (either actual lessons, being able to go to an available pool in the neighbourhood, etc.) then it's hard to learn.

A big part of my family can't swim, including my father, because they're pooinloo and swimming was never a part of their culture. A guy in Florida, it's a bit more unusual, but still possible.

The thing that isn't focused on in the article is the timing. The guy was found on the 14th, but he drowned on the 9th and was reported missing on the 12th. Is there no responsibility to report that you watched someone die or have info on a missing person, even if you aren't responsible for saving them yourself?

Some states have good samaritan laws , some do not. There is no national law.
We try to give people the freedom to be heros but sometimes they are horrible instead.

Guys watch the footage, there was nothing they could do and I dont think the really thought the guy would die until the end.
Also it looks like this was a junkie committing suicide and then had second thoughts.

They weren't obligated to dive in and risk their own safety. They should have been obligated to call 911 or try to find someone who could/would help. They absolutely should face charges for failure to render aid or whatever a prosecutor can get to stick.That's just legally of course.
