passing budgets is harder in progressive states because legislation is characterized by more efforts at reform and trying new things.

like funding for legislation that enables a state-wide pathway to universal healthcare coverage in MA.

in conservative states, passing budgets is easy because the government tries to accomplish as little as possible.

believe it or not, a bit of a struggle is sometimes a sign or productivity.

i guess i'm a gib, i like the idea of a safetynet if I try and explore a new direction with some unquantified risks with my business or encounter catastrophy, and I like the idea of looking out for other folks in my state even if I eventually manage to accumulate enough wealth for myself.

Economy comes second place to value for human well being and concern for my fellow citizen. My state's reason for being isn't maximum gdp, it's the productivity and well being of its citizens. If we can have a larger economy too, that's great, if it grows a bit slower, that's fine too.
