This is why during and immediately after terrorist strikes it is critically important for authorities to tell the public repeatedly to keep calm and go about their business, and why ordering the rapid mass evacuation of an urban area is possibly the most dangerous option that should not even be done if a dirty bomb goes off (that is, if you'd rather save lives more than your political career -- ideally your cabinet would overrule an incorrect decision on that though).
But that's why some of the Twitter replies following the London shit this weekend pissed me off so much. People were demanding the police do more to close down or even evacuate parts of the city, and that statements like "keep calm" and "don't panic" conspiratorially minimized the gravity of the situation, completely oblivious to the fact that this is the kind of shit that can result (not to mention possible looting and shit that happens once you abandon large urban swaths).
