A discrimination claim isn't necessarily considered a hate crime or harassment under the law. That's like a quarter of what I see.

The problem with these events is that they are publicized as hate crimes without any evidence of who did it or why. Unless there is video evidence we will likely never know who put this noose up. Honestly we may as well interpret it as "noose magically appears at historic black site."

I feel that the increase in hate crimes is likely due to the increased awareness and publicity for them. People know that if you do something like this it will get in the news.
