The question is: did employees at CIA find the problems, or did employees at CIA work with Microsoft/Apple to _create_ backdoors that could be later exploited? Either way, if the U.S. Gov't knew about these flaws, they _should_ have contacted manufacturers immediately so patches could be created. Exploiting flaws in consumer products to spy on people all over the globe (including the U.S.) should not be part of the job description for U.S. gov't employees.
