Trumps administration recently has quietly escalated the attack on Raqqa, ISIS home base with an additional 1500 troops. They want to egg trump on to fulfill their stupid prophecy.

In fairness the drone program combined with on-the-ground intel and cooperation from partners across the ME and especially in Pakistan almost completely dismantled Al Qaeda's operations, recruiting, leadership, etc.

The tougher thing with ISIL is actually less that it's decentralized as much that it has so much established physical infrastructure with no deep intel into their territory, and yes, that the administrative infrastructure is decentralized. Every government opposes ISIL and will partner to stop them, but again the fact that they have physical territory and an active civil war to buffer themselves makes that pretty much useless. The Caucasian nations also won't work at all with Russia; likewise ISIL attracts recruits from there to fight Russians in Syria. Iran and the US won't work together except in the most clandestine manner (and definitely not at all with Trump now, unless the Pentagon does it behind his back). And the US has free reign of bases in Iraq but not much political will left from anyone, American or Iraqi (thanks Muslim Ban for fucking over those promised repatriation in exchange for services to the US Military) to invest in major combined ops and intel.

So yeah, you can't just send missiles to random locations in hopes of hitting a high-value ISIL target, and we've been kinda shooting ourselves in the foot in terms of smart long-term strategy by giving a big "fuck you" to Iran, blatantly repeating Russian talking points instead of acting as a neutral mediator, and trying to ban Iraqi visas in particular.
