It's not quite the same. Romneycare has a lot fewer options than ACA in practice, but it works much more smoothly throughout the state because it's had many more years to be tweaked and adapted. The GOP blocked all such attempts to help tweak or improve ACA because they figured they could put America through 6 years of bullshit and a worse llife on the slim chance of being able to repeal it on the slim chance that it would fail (even though Romneycare was successful). We know the story there.
