He's as republican as they come, but he stands his ground on many issues. He wants to build up NATO as much as possible. Because McCain probably thinks there is a threat of war. Its also worth noting there is no republican party anymore, they are divided a few times over.
Also, Putin himself has said he wants to rebuild the soviet union, the aggression in Georgia, Ukraine/Crimea isnt just for fun. They are trying to expand their little kleptocracy and a tiny state like Montanegro could just as well be their bitch as ours.
