He can "silently" investigate anything he wants; unless he can produce a smoking gun, everyone is going to treat what he says as half-truth, for good reason.

And even if he could, people will be uncertain what to make of a smoking gun in revealing collusion with Russian intelligence. We wouldn't be having this conversation if Trump's inner circle's contact weren't suspicious as fuck to the point where his national security adviser can be prosecuted as a traitor to the US.

Lastly it doesn't strike me as in Obama's character to have done something illegal to reveal traitorous tendency on the part of Trump's team. He has more than enough tools through the institution of government than to bother doing something he himself could be prosecuted for.

There was already talk of Russian involvement in the election and I am sure that some parts of the government (most likely the FBI) were starting to look into it.

Questions were being asked: Who hacked the DNC? Were voting machines hacked? What other forms of involvement could be considered? Who are they players? Who was in contact with whom? What was the nature and content of their contacts? Were crimes committed? Was the safety and sovereignty of the US compromised?

All perfectly reason, they are just doing just there doing their job. It's what they get paid to do. No witch hunt or anti-Trump conspiracy.

Regardless, The wire taps of the Russian embassy/ambassador was routine and revealed Flynn's contacts. We now know that others in the campaign, the transition and the new WH had some form of contact that, however innocent they may have been, would have been noted by the surveillance agencies and may have raised flags.

So, there need not be direct taps of Trump to have the surveillance taking notes.
