Military working dogs that were a part of the Tactical Explosve Detection Dogs program are being adopted out to agencies and civilian families without right of first refusal going to their handlers. It was a contract for the military so not an official army program, however these handlers are seeking justice and multiple families are refusing to let teams reunite!
