drugs are a lot more fluid than cp, there's only so many ways you can anonymously transfer digital media to a lot of people securely.

i'm not sure at all but i also feel like there's probably a lot more drug uses and drug pushers than there are cp collectors and especially cp producers, so it could actually be a case where law enforcement can outrace the cp community by ramping up their busts.
