Which seems like a pretty hard thing to get confused. And on top of that, replacing "massacre" with "terrorists" in what she actually said, doesn't even make sense. "Masterminded the Bowling Green massacre" makes sense, "masterminded the Bowling Green terrorists" really doesn't, unless she was referring to some large group of terrorists there that these two Iraqis were in charge of. But there's no evidence of that, so even if she said "masterminded the Bowling Green terrorists", it wouldn't be meaningful or correct. The best interpretation would be she really meant something like "these guys masterminded, uh, I mean, they ended up being the Bowling Green terrorists".
