When some big honcho in government needs something or someone to do something, spending and hiring freezes are forgotten. Anyone else note this working in government?

My wife is a govt contractor and worked in a govt facility at the time, so she couldn't work for a few weeks.
Best part was that while fed employees received back pay, govt contractors didn't. Shit was rough and took almost a year for us to recover financially.

Just going to throw in some stuff.
There are fewer federal employees today than there were under President Johnson in the 1960's (sans Post Office, which is the only growing federal organization by personnel count). However, because of a 50% increase in the population (125 million people), this means the federal government has significantly shrunk compared to the population is serves. This means fewer FBI agents to investigate more crimes (though thankfully the overall drop in crime rate since the 1960's makes this less pronounced) and longer lines at the IRS and Social Security because there's more people per caseworker (again, the post office is the only one growing with the population). Multiple areas of the federal government are already understaffed as it is, notably immigration courts (you know, the guys who have to process illegal immigrants for deportation), thus those agencies will continue to run slowly and will get worse as population increases.
The hiring freeze is also disruptive to the regular operation of some agencies, such as the park service which hires seasonal workers (>>102914), and said disruptions can actually increase operating costs as alternative methods are found to fill the gap (hiring outside contractors who of course cost more money per employee than internal hires). A hiring freeze also prevents new blood from entering the federal workforce, as it stands federal workers over age 60 massively outnumber those under age 30. The hiring freeze is also counter intuitive for the agencies which generate more federal revenue per employee, notably the IRS which is one of a few federal organizations that generates a profit for its budget.
In effect, the Republicans already won their smaller government, and are now complaining that it doesn't function (because there's literally not enough employees) so their solution is to further cut the number of workers. It's a self-serving plan that feeds upon itself while actively harming Americans.
