It's been a standard shakedown tactic here in America since the days when Napster was new. They typically only prosecute the people that respond to them, or short of that, make a few examples out of the hundreds of people on their list. Ironically the people that totally ignore them usually get off scot-free.

This is the same as going after a thousand drug addicts, rather than a few drug dealers. And makes as much sense, which is to say it makes no sense. It's not as if any movie is worth money. If they're stupid enough to make some make-believe, unrealistic movie and waste their money doing so, that's their fault. But they don't want to stop illegal distribution, they merely want money for something people would have done without if they had to pay for it in the first place.
