Yeah, we also have a river going horizontally through the city and an expressway all around it. Couldn't find a representative enough picture though
not a fan of bordering the river with expressways - seems like they could be a little more inland. but i suppose there's a reason for having them there.

Probably easier to get the land. Almost everything about a city is about what is possible, not what is theoretically best.

Urban rivers have traditionally been literal poop sewers and riverfronts undesirable because of it. Hence the industrial areas and expressways.
Now that we give a shit about surface water quality the rivers are becoming more attractive. And cities are picking up on it with redevelopment and turning those waterfront roads into pedestrian attractions.

Here in Santiago there's a plan to build a bike path all along the riverside, which would be amazing since you could cross the entire city without even having to worry about cars, pedestrians or traffic lights. Hope they get around to it soon.
