Because I already have a liter-bike that does most (but not all) jobs a scooter does, and goes on the highway to. They are just too specialized to be really practical. Shifting is fun! Also:

I had an underbone when I was on my CBT, then when I passed the test I upgraded to a "proper bike."

What a mistake that was. I loved that little thing.

Something about small bikes just seem so much better to me in hindsight. Like they're the entire concept of "motor vehicle" distilled in to its essential parts.

scooters and small capacity bikes are great in the city if traffic density isn't so high. i rode the shit out of p range vespas and an old lambretta up until 5 or so years ago - started to feel unsafe though and nowadays ride a bicycle instead.

I live in the English countryside, and pretty much every road here is either single track or limited to 60mph.

I have a 125cc bike (a YBR) that is ideal for these roads.

The only issue is cagers who travel at a million miles an hour along those tiny roads despite not being able to see around all the corners.

I'm not even kidding when I say that anything faster that 20 on some of these roads is dangerous.
