Looks like one of those innertubes they made to more easily replace one on a commuter bike with integrated gear hub. Because it's such a hassle to take them out of the frame, with these you can replace them while still on the bike.

bmx bikes have pegs
your tire goes flat on a group ride, everyone has multitools and tubes
but no one carries a 17mm deep socket wrencth to get the bolt off the inside of the peg

You do realize that boxers group ride q quite a bit to right? Only they do a few things differently... like hitting jumps and doing tricks. When I still rode I carried a backpack with about 10lbs of tools for when I eventually broke something
