London is a unique model which prevents this.
Transport for London, TfL, is a gov organisation which provides routes, stops, and rules. It then gets operating companies (First, Arriva, Metroline, etc) to bid on the route. The winner is decided on price, geography, and what other routes they operate. TfL then pays the operators their agreed amount to run the route for 2 or so years. The operator collects fares and gives them to TfL. TfL regulates signage, bus colours, announcements, ticketing, disability regs, etc. Usually the operator buys their own bus fleet, but with the new LT buses, TfL purchases them. If there is a strike, it is usually with just a single operator so only a handful of lines are ever affected.

However, the plot twist is that Arriva is wholly owned by Deutsch Bahn, so are they really private at all?

Yes, Arriva is really a leech on the United Kingdom. They pay their drivers the lowest possible wages and demand a lot from them. In rural areas they profit from UK gov subsidy for unprofitable routes so Edith can get to the shops on a clapped out 6th hand Dennis Dart. The profits are then taken back to Deutschland and used on to better their own state rail network.

Kek. They are brandnew yes, but the time it took them to get the certification by the federal railway agency(EBA) and to be approved and accepted by DB was a joke.

The EU wide tender (consider >>972520 explanation) for an additional ICE series began in 2007. In 2008 Siemens was awarded as the winner for it (only other bidder left until the end was Alstom with their offered TGV platform). First units were supposed to get into passenger service in 2011 with all units delivered until 2012. That was the plan everyone agreed on.

In reality the first two units (out of 15+2 units ordered) were delivered in 2013. They had major problems with literally everything. Slow supplier companies working for Siemens, massive problems with the on-board computer software, problems with the safety systems, new regulations by the EU and EBA, problems with the air conditioning, brakes...just to name a few. All in all, it took them an estimated 2900 changes to get them ready for testing(!) and make them conform to all up to date EU and EBA regulations. The last unit was finally assembled in 2014.

Now we have 2016, 8 of 17 units are still missing due to testing for foreign certifications in Belgium and France. The other 9 unit weren't even adjusted anymore (eventhough they are 4 currency trains) with neccessary safety systems and equipment to let them run between Germany, Belgium and France, just for the sake to get them finally running after so many delays. Also they were supposed to be able to couple and run with the predecessors class 403 and 406 (ICE 3, the father of the Siemens Velaro so to say). They also blew this, because they would have to adjust the software systems and begin with all the annoying procedures over again. Siemens and DB said that all ordered units are to be expected in service around 2017/2018, 10 years after they signed the contract!

While this one is already quite a blamage for a supposed to be prestigous company, it is actually just a small part in whats wrong. Now image this kind of desaster for every damn line that is tendered for service in Germany and you might get a hint why Germans aren't pround on their railway network at all. And I really mean EVERY. GOD. DAMN. LINE. that will get a change in train sets. Only a minority of these tender contracts allow used train sets, most of them say that train sets right out of the factory are mandatory. It get's even worse, when an operated line also gets a change of its operating company. Old rolling stock will get moved to other lines if it is still fairly young (up to mid 90ies), everything else will either get parked on giant former freight yards until someone has an idea what to do with the older rolling stock (contracts are also restricting the operators on which rolling stock has to be used), probably sold (mostly eastern Europe) and not rarely scrapped after a period of time if no one is interested.

This is just a very very small summary for the new stuff. Now add to this the minimum of neccessary maintenance (air condition/electric doors anyone?), an "optimized" rail infrastructure (means also minimized to the absolute neccessary), a rising interest in commuting by the public with lesser and lesser provided money in relation to the amount of operated lines/service by the goverment.

DB sure has double decker trains, but guess what? Tender contracts are also making them obsolete and they are often getting replaced with single deck EMUs because money and bad to very bad calculations by "experts". Older double decker stock built by Schindler, DWA and Bombardier are getting moved to wherever the up to date contract allows a change of train sets to replace even older material or to raise the capacity, former GDR double decker rolling stock and the likes are going to be scrapped, where some of them are only around 25 years old.

TL;DR: While we still do have quite a dense network of railway lines, their operation and organization is mostly bad today thanks to many reasons. Hence why the German Railway or DB (still used as a synonym eventhough they are operating on less lines/regions every year) is the paragon for unreliability in its purest form.

And how do you think this incompetence is funded? Isn't it kind of ironic that DB is part of massive rail and bus operators, either solely or in partnerships, whilst leaving their own operations in DE to a multitude of other companies? When it comes to rail I believe a joined up system is best for planning and coherence. Different companies simply hinder progress and suck away profits which could be reinvested. There will never be real competition on the rails. DB should focus on Deutschland, making a unified well run system that works for the benefit of people. Not saying it shouldn't make a profit either.

Both countries are swimming in debt and have incredibly precarious job markets. Germany might run at surpluses but their infrastructure is falling into a state of disrepair and the federal gov has been offloading lot of their expenditures relating to infrastructure onto lower levels of government or the private sector (which usually just makes everything worse).

Both spending massive amounts of capital on lavish HSR corridors (while neglecting more important projects) and not spending a dime in infrastructure are equally stupid policy decisions.

The seats are comfy too, they're pretty much reclining sofas. Pic related, they can go as low as 180 degrees of reclining, and are used for trips that take more than 12 hours mostly. But EME ( pretty much the best bus trip enterprise) uses a " Cama "( 65° angle of reclining) for 6 hour trips( Stgo - Concepción, Excellence Suite class), the buses are so amazing and clean, hell, you can even use a PS4 on the 7 seat of the 1st floor of the bus. ( Highest tier only , Excellence Suite, costs 36 USD)

Going to show now pretty much something that you would NEVER see outside of Chile. Those were 6-10 buses, made by LR ( local bus manufacturer) with Atego 1016 chassis. Only lasted 1 year and were changed for normal 915 AT buses. The 1016 LR buses even had the original dashboard and interior from the truck. Something that I should say is that LR Bus' owner owns a bus route here ( 80 Las Galaxias ) so they got the buses from them directly from the factory. Now they closed for no reason, they're only making buses for Las Galaxias and in a smaller garage.

No. On that class, every seat is separated of the other row with a plastic wall that has 1 or 2 mini TV's, but the bus has 1 17' TV that's on the top of the 7 seat. The mini TV'S work just like on planes, they run Android, and have a menu of music, movies,internet browser and games ( they aren't connected to the PS4 tho ). The lower tier ( Semi Cama, 60° degrees of reclining ) only has free WI-FI , separated headphones ( they use the same Phillips model on all tiers ) and 4 TV's on the 2nd floor and 1 on the 1st.

Well, the minority of the buses have "that" kind of rice. Most drivers don't do that on a extreme way, since they work for someone that owns 2 or 3 buses. ( Generally, the owners had a trucker past )Also,the government has rules in that. There's certain things that are prohibited, like fluorescent green seat covers or curtains.

Seems pretty similar to here, reminds me of Transantiago , Santiago's transport system. At least on Concepción we buses that don't have more than 18 years. On some places, even on Valdivia, the bus system relies on the garbage that comes from Santiago and Concepción, there's some Caio Alphas and Marcopolo Torinos on Puerto Montt, since they got most of their shit from Santiago. What are the oldest buses there? Here we had LO 814, but since June they're no longer allowed because of age. Now everyone runs buses with either Mercedes or Chinese chassis.

The buses are nice (a mixture of Scanias, AD, MAN, Hino and Dong Feng and SKSBus for smaller bus companies). The frequency? Not so much.

Popular routes (CBD, schools and colleges as well as place of interests) may have one bus service every 15 minutes, but some of the equally essential, but less serviced routes (such as townships or industrial parks) have shit bus frequency.

At least the government did alleviates part of the problems by introducing free bus services in loss-making routes

Mixed. For the most part buses run a lot less frequently than they used too, there are less routes and service overall. On the other hand the system got off its ass a couple years ago and improved the technology so now we have real-time info and smart cards.

You realise London has a load of too low bridges that would kill double deckers? They key is running pre defined routes. It's not hard.

The E400 has superb air conditioning compared to other double deckers, in addition to a great ride quality and comfortable passenger environment.

None, because pedestrian shouldn't be in the streets and bikes shouldn't be doing dangerous overtakes. Car drivers wait for the buses to make turns, why cyclists can't?
