Normally outside first-world countries there are not schedule information in the bus stop. Even they dont have web sites or phone number to contact them to know more.
Plp just learn by talking each other and viewing the bus's windows the information about bus's schedule.
In this country, only when the bus is offering +80km travels, normally they have information office and pone to call for know more. Only some big companies have websites and online ticket purchase.

It may also just be that the layout of the sidewalk result in the backwards-facing shelter being the best option. Had the shelter been on the far side of the street and facing the sidewalk, it likely would have at least partially obstructed the sidewalk due to the retainingwall limiting how far back it could have been placed.

I always thought these were the most boring looking bus stops, but I immediately knew that was Seattle without having read your post. So at least they are recognizable.
This reminds me, might these have been bus shelters? When it was opened the Bay Bridge had vehicle traffic going both ways on the upper level. Problem is the upper roadway is a good eight stories above ground level at this point, and it doesn't seem like the structures would have housed passenger elevators. But I have no idea what else they could be for.
