Apparently the f22 does have wing tanks and external hard points. I'd just never seen any photos of the plane using them.

It has some sikk maneuvering capabilities but it will never have a realistic use for them.

It's an air superiority fighter. Decent top speed and pretty good loiter time. (Not designed for maximum dash/climb rate with minimal loiter/range, as you'd see with a purpose built interceptor).

It's designed to park in the sky on overwatch, stealthy enough to put a missile up your ass before you even know it's there. If anything gets close enough to it for a "dogfight" to occur, something has gone terribly wrong.
