Well in that case I would bet that the majority of people on here could notice a 10cm difference in wheelbase. Of course depending on how you do it and on what type of bike and riding discipline it is will vary how noticeable it is.
If you just increased the fork offset that would be incredibly noticable, as would increasing the top tube length as you'd need to shorten the stem significantly to compensate. Increasing the chainstay length would be the least noticeable especially on a road bike but I think it would still have quite a large impact on how the bike corners.
