My only reference is multi day touring. I aim for 100km a day on flattish stages. That usually translates to a 24 kmh average.
Honestly? I have no fking idea. Around these parts (SoCal) you'll rarely be able to encounter ideal conditions - you have crosswinds, hills, pedestrian/cyclists traffic.
Cruising is easily 16-18mph for 1:30.
Top sustained is 20-21mph for 45 minutes.
23mph+ for 5-10 minutes at most.

Depends on distance.
When I was doing a cycle tour it was 25kmph for 200km a day.
50km I can do about 45kmph for 70 or so minutes it takes.
100-120km can sustain about 32-35kmph
I can average about 23mph on my 10 mile ride to and from work, it's about 16mph on longer rides because I like to look at nature and shit when I'm riding for a long period.

Distance divided by time gives you your average speed.
But most cycling computers and Apps give you a average speed reading.
19mph on a century (city with lots of slow and stops), i could hold 23mph for about an hour during that century.
My numbers have skyrocketed, beginning of the season, I was getting passed by mtn bikes going 16
26mph on rides over 100 miles
30 on short rides
I started cyclinga few months ago, was about 10-11 mph average when I started. Now worked up to 15mph average on 40-50 mile rides.
