Yes, and now passenger cars are being tolled as well. Apparently people from all countries need to pay for using Autobahnen, whereas only Germans have to pay for Bundesstraßen (federal highways) as well. They are supposed to be compensated for that toll by lower taxes.

This is good, as cars become more electrical the government will collect less funds from petrol taxes which are supposed to pay for roads.
