To strengthen the frame, obviously. You don't really need it unless you're using the bike for daily hauling work, but some people like the look.

To expand on "in olden times":
On a bike with a very tall headtube, the main triangle of the frame isn't really a "triangle" anymore, and can get fairly flexy which results in high stresses at the welds. A simple (but heavy) way to resolve this is to complete the main triangle further down.
Any modern bike you see constructed this way is done for hipster retro-style reasons (*cough* Rivendell *cough*), or to compensate for inadequate construction techniques. Often both.
Carrying pigs, of course.
