The rails were so poorly built that one section had us going 10mph for a full hour. Just think of all the Irish and chinks that died creating something as pointless as the american Rail system. Ended up being really popular with African railways, usually of narrow gauge and lesser construction. Never caught on in America, for various reasons. As far as I know, only one Garratt exists in the US, a narrow gauge South African one that is privately owned by a guy near Hempstead, Texas.

Passenger rail in the US sucks for sure, but in these days of very inexpensive flying, and the distances between many major cities it doesn't make a lot of sense to build more, or even to upgrade most of what exists outside maybe the acela corridor.
