For all you know that's someone who had to have lumbar vertebra surgically fused due to injuries in an accident, or some other medical reason, and they physically can't get down low enough to ride in traditional drops unless the cockpit is raised like that. I've got a TT bike I bought from a teammate for that reason (fused vertebra). Seriously, try being a little more sensitive of other people.

Nothing wrong with the seat height. It's a downsized frame for that aggressive position. The problem is that they aren't flexible enough to utilize that position and could've just as well take a larger frame.

Could've gotten a larger frame and put a shorter stem on it. I'm guessing a dentist bought the bike during TdF and had no idea how to pick the proper size.

That's actually relatively easy to fix by a moderately experienced welder with a TIG machine. If you wanna keep it and it's not a fancy bike, ask a metalworker in your area to run a bead over that, it's like a 15 minute job, shouldn't cost you more than a few bucks.

By the way your cassette is fucking used up to shit. I'm guessing this is a beater tho.
