More vertical tail for when stacking it up on top of the existing structure would be stupid.
when doing extreme high alpha manouvers the rudder can get a lot of turbulent flow from the front of the wind, loosing some control, the stabilizers on the bottom dont have that problem. im not sure if this is the case for this paricular aicraft but for some it is.
