It's a penny-farthing, popular from the early 1870s through the early 1890s. They were invented before the roller chain (~1880), so the large driving wheel was necessary to achieve higher speeds.

The thing is the ONLY reason for the huge wheel is the lack of gears. If you stick an internally-geared hub or an electric motor on one, the defining feature goes from one of necessity to simply hilariously impractical and dangerous.
