Why are transit and school buses different?
Because kids don't complain about stupid bullshit and demand luxury.
I would LOVE is all buses where outfitted like school buses, with the leather bench seats.

No standing room on a school bus, everyone needs to be seated
Most school buses don't need to be built to accommodate cripples in wheel chairs. Fewer stops and no places where people both board and alight so a back door isn't so useful.

Transit bus, because of larger number of passengers and the shorter distances they travel (well, if the routes are well planed ...) will have standing room. Inter-city buses have only seats like school buses and will have room to hold luggage. Modern transit bus are low flooded to allow access to wheeled vehicles like wheelchairs and baby strollers.

In many jurisdictions they have different safety standards.
Transit buses generally have to spend a lot more time in service, so they have to be built to withstand that. And school buses tend to have less powerful engines than transit buses of the same size.
AIUI American school buses are built as cheaply as possible, and do not have the ride quality of transit buses.
