A simple song by song comparison is devastatingly in favor of 2pac.

Production and instrumentals alone put him lightyears beyond Biggie. The bass on Seven Day Theory alone fucking destroys every Biggie instrumental. 2pac was also much better at high bpm tracks. He didn't have as groovy of tracks as the few Biggie ones. But he had far more good tracks, better vocal timbre, and more good albums. The production of Biggies early stuff is genuinely cacophonous. I cannot listen to Big Pappa.

Tupac is better than biggie for these reasons

I was a yuge fan of Tupac when I was a kid but I never got into Biggie because he sounded like he was rapping with a mouth full of marbles. The instrumentals on 2Pacs tracks are also a lot more enjoyable to listen to because of that g-funk west coast influence.

Biggie was more playful with his rhymes, had more original concepts for songs, and just sounded smooth as butter over every single beat, which is the standard every single other rapper has tried to match.

Nah, Biggie's a generic studio gangsta with a great flow, nothing more really. I don't particularly care for Pac anymore since I'm older and more educated than he was when he died, but when I was younger and around the same age it was good, a lot better than Biggie, because Pac had something to say. His lyrics mean something. A track like Brenda's Got A Baby is worth more than Biggie entire discography.

A lot of rappers spend years focusing on their debut album, writing about what they've seen up to that point. The reason they do this is because they want to make money, leave the ghetto, and have a lot to write about since it's much of their lives up to that point. However when their careers get going, they've already exhausted their topics, and have little reason to work as hard, since they're able to live decently thanks to their debut and subsequent fame.
