Why listen to Rammstein over Scooter?

Different ideas and songs. Trent only comes close to Rammstein in Broken. While Rammstein never comes close to sounding like Nine Inch Nails.
Rammstein and Nine Inch Nails are totally different things, but if I were forced to compare them, Rammstein is the weaker of the two.
Rammstein's music is just too simple, it is all noise. It's good noise, no doubt; but there is little to no substance with their music. Where as NIN at least has some depth of substance. Yes Trent Reznor is a bit of a pretentious creative control freak regarding his music, but that same matter is the reason why NIN is just technically superior to Rammstein.

A lot of their early stuff like in the OP's pic has more melodic and catchier material. similar to some of the stuff off Pretty Hate Machine and some moments in The Fragile. The heavier stuff is also similar to a lot of the heavier more industrial parts of The Downward Spiral, since the Downward Spiral is more or less a fusion and happy medium of the two sounds of PHM and Broken. Rammstein's songs usually end up being better than those taken individually though.

Rammstein's music sounds better on a song to song basis. The only advantage NIN has over it is when you take the whole album as one piece and look at how the songs fit into each other.

I would agree, you can really only listen to a few NIN songs on their own in a single session, Rammsteins entire catalog consist of songs that stand on their own.
