They made the album in LA and wanted the album cover to capture the feel of the city, so they all took note of every advertisement they saw near the studio and wrote the biggest words into the cover. If you have access to the rest of the album art the words are arranged in the shape of LA, New York, London and so on as well. In classic Radiohead fashion it's only deep when it gets explained to you, they've never been good at delivering an album cover that immediately engages you.

That's the only one with a clear concept behind it, I think. All of the covers have come about from Stanley Donwood painting shit while listening to the music, and then it's tweaked to Thom's liking with some sparse lyrics thrown in here and there.

Yeah, I did know about Stanley doing all the artwork for every album. I've seen that they are pretty particular about the aesthetic around each album. Even their stage design guy, who they've worked with for 25+ years, listens to every album and designs the stage around that particular feel and creates a special ambience according to the music.
