Rock'n'roll has the same problem that blues has, limited freedom because of the I IV V blues structure that is essential for the genre. If you go too far and leave this structure you cant call it rock'n'roll.
TL;DR It is hard/impossible to innovate rock'n'roll because it defining blues structure is limiting.
