It's a mediocre album. Doesn't mean you can't enjoy it but compared to his other 70s albums and post 80s albums it's bad.

It's not that it's his MOST hated, it's just mediocre compared to his earlier ones and started his decline. I think all the pressure from his massive popularity of Let's Dance got to him and he didn't really know how to follow it up.
